I’m new to this app. My Outlook has a maximum file size of about 15 mg. Does that limit the size of video we can send with Dubb? Is the email actually sending the video file, or just a link to the uploaded video?

No video length/size does not impact email attachment limitations. The full video is shared through the link
The Animated GIF preview is only a few MB and will not be anywhere near the attachment limitation
